What is the difference between 15″x8″ and 15″x10″? Is the tire just wider and will a 15″ x 10″ fit on my stock Wrangler?

Jeep wrangler with 37s?

I have a wrangler tj, my buddy is getting rid of his but giving me the lift rims and tires. the tires are 37s on offset rims. after I put everything on can I still make it street legal
